Chelsea Easter-Rose
Principal, CPA

Principal, K-6

Kim Randall is a veteran educator with 25 years of teaching experience before becoming an administrator.  She has Bachelor’s Degree in Education from Ball State University and a Master’s Degree in Education from IUPUI.  She has dedicated her career to ensuring all students receive a quality education through meaningful learning experiences designed to meet individual needs.  She also enjoys working with the staff and community to bring opportunities in to enhance students’ learning experiences such as with outdoor learning and the community garden.  This will be her sixth year as principal at this school location and is now eager to lead the elementary program at Victory College Prep.

Assistant Principal of Instruction, K-6

Steven Harrison graduated from Ball State University with a Bachelor of Science in 2006 and a Master of Arts in Education in 2015.  Steven has served in the education field for twelve years. He has taught second, third, and fourth grade and currently serves as the Assistant Principal of Instruction with Victory College Prep Academy.  His passion is empowering educators to know and prove that their students are learning at the desired rate.

Assistant Principal of Culture, K-6

Valerie Miller has 16 years of experience in education. She holds a Bachelor’s degree in Elementary Education from Ball State University, a Master’s Degree from Walden University in Curriculum and Instruction and has completed the Education Administration Licensure Program from Indiana Wesleyan University.  She began her journey as an educator in 2003, as a third grade classroom teacher for Indianapolis Public Schools. After spending five years as a classroom teacher, Mrs. Miller accepted a position as a Reading First Coach; it was during this time that she discovered her joy for designing small group interventions and helping classroom teachers discover new strategies to use with their students.  These new discoveries led her to Monument Lighthouse Charter School where she was the Title 1 Coordinator for 5 years. She also served as the Director of Student Services for MLCS. She enjoys working with students, parents and teachers to develop academic and behavior plans to help scholars become successful and looks forward to developing relationships with scholars and parents and helping them achieve the goal of higher education.

Principal, 7-12

Chelsea Easter-Rose is the Principal of 7-12th grade at Victory College Prep. She has worked at Victory College Prep for the past five years, and She started here career as a middle school English teacher, and has worked for the organization for 5 years. She is passionate about Urban education and Social Justice. She graduated from Adrian College with a BA in English, Loyola University of Chicago with a MA in African American Literature, and Marian University with a Masters in Teaching. She attended IUPUI for her Urban Educational Leadership principal license. She has been happily married to her wife Ciemone for 5 years. She loves her work at VCP because of the incredible staff, the awesome students, and the consistent push for excellence every day. #LoveandHighExpectations

Assistant Principal of Instruction, 7-12

Austin Inge is the Assistant Principal of Instruction at Victory College Prep. He and his wife, Kaye, have been married since 2009 and have three children. Austin graduated from the University of Southern Indiana with a Bachelor’s Degree in Radio & Television, studied Broadcast Meteorology at Mississippi State University, has a Masters in Teaching from Marian University, and graduated from Indiana Wesleyan an Education Administration License. Austin recently worked in MSD Pike Township in multiple capacities including math teacher, science teacher, Math Department Lead, Grade Level Lead, Head Basketball and Track Coach. Prior to working in Pike Township he taught 7th grade at a small charter school in Haughville and coached track at Ben Davis High School.Austin is very excited about working with the students, families, and staff at Victory College Prep this year.

Assistant Principal of Culture, 7-12

Chad Taylor is the Assistant Principal of School Culture for grades 10 – 12.   He is a proud father of 2 children and happily married to his wife Abby. Mr. Taylor graduated from Taylor University and has taught in IPS and at Lighthouse Charter School.   Chad loves working at VCP because he is continually inspired by the students.

Director of College & Career Advising, 7-12

Rahul Jyoti is the Director of College Transitions at Victory College Prep. He has worked at Victory College Prep for the past 10 years in a variety of roles including math teacher, Math Department Head, Athletic Director, Director of College transitions and principal. Rahul is a proud father of 3 boys (Dax, Bali, TBD) and has been happily married to his wife Faith for the past 6 years. He graduated from Purdue University in 2007 with a Bachelor’s Degree in Statistics and Finance and joined Teach for America in 2009. Rahul graduated from Marian University with a Masters of Arts Degree in Teaching in 2011. He loves working at VCP because of the relationships he has with staff and students and the high expectations VCP sets for the entire school community. Rahul is excited to continue to push all scholars to be successful in high school, college and beyond.

 
 

Director of Operations and Finance

Mike Lipphardt has seven years of urban education experience, having taught mathematics in Fort Worth, Chicago, and Indianapolis in his career. He holds a BA in Economics and Public Administration and Public Policy from Michigan State University and a MA in Education Leadership from Indiana Wesleyan University.  For the past five years, he has served Indianapolis scholars as: Mathematics Department Chair, After School Coordinator, and Director of College and Career Advising. As DCCA, he led VCP scholars to four consecutive years of 90+% graduation rates, 100% college acceptance rates, and an 80% college matriculation rate.  He is a former Teach for America corps member, Teach Indy Fellow, and Engalitcheff Institute on Comparative Politics and Economic Systems alumni.

 

Executive Director

Ryan Gall is excited to enter his 12th year at Victory College Prep and his 18th year in urban education. Ryan is a first generation college student and holds a BA in English and Business from Alma College, a MA in Teaching from Wayne State University, and a MA in Education Leadership from Central Michigan University. Ryan began his teaching career as an elementary school teacher in Detroit, MI through Teach for America. He has previously served as a founding teacher at KIPP: Indianapolis, founding principal at Victory College Prep’s high school program, and as Regional Vice President for Lighthouse Academies. In addition to his role at VCP, Ryan is a husband, a father of 2 boys, and an avid reader.

Manager of Transportation & Operations

Betsy Scarpaci has 14 years of experience working with aspiring students in higher education and student development. She obtained her B.A. in Psychology from Blackburn College in 2007 as well as her Master of Science in Counseling in Student Affairs from Creighton University in 2010. She is an avid volunteer and has proudly done service projects in several different countries over the last few years. Betsy moved to Indianapolis and joined the Operations team in 2018 and is excited to be among a talented group of professionals and bright scholars.

Manager of Human Resources & Finance

Patricia Schelling is the Manager of HR & Finance. She has her degree in Business Administration and has been dedicated to the school and apart of the Operations team since 2006. Due to her dedication toward ensuring all students receive a quality yet affordable education: all students will receive free breakfast and lunch for the next four years regardless of their economic status. In her spare time she loves to spend time with her family.
